To place comments, please use the automated Comment-Response Tool (CRT) available at http:\/\/hub.easa.europa.eu\/crt\/<\/a>. <\/p>\n This NPA aims at the simplification of the way to comply with the requirements \u2014 laid down in Part-ORA \u2014 for non-complex approved training organisations (ATOs) by providing more focussed detailed information, specific alleviations and more detailed guidance on safety risk management and compliance monitoring in a format of either dedicated new or adequately amended AMCs and GMs. In order for this to be achieved, the amendment of ED Decision 2012\/007\/R \u2018Acceptable Means of Compliance and Guidance Material to Part-ORA\u2019 is proposed.<\/p>\n Said amendment is stemming on the one hand from the consultation of rulemaking task FCL.001 during which stakeholders expressed concerns about the level of complexity of the requirements to be complied with in case of ATOs representing the non-commercial sector and providing training mainly for the LAPL and the other non-commercial licences, as well as the associated ratings and certificates, and on the other hand from the recommendations made in the context of the General Aviation (GA) roadmap.<\/p>\n The Agency addressed most of these concerns by simplifying the criteria to meet the intent of the requirements in Section II \u2014 Management of Subpart GEN and Section I \u2014 General of Subpart ATO of Part-ORA. In Subpart GEN, topics as organisation and accountability, safety policy and safety risk management, and in Subpart ATO issues like the training programme, the training manual and the aircraft and FSTDs used for training are affected. By including this rulemaking task RMT.0421 (FCL.014) in its Rulemaking Programme, the Agency fulfilled the commitment to improve \u2018proportionality\u2019 of the rules concerning non-complex ATOs.<\/p>\n Source<\/a> T\u00e4ll\u00e4 NPA’lla pyrit\u00e4\u00e4n yksinkertaistamaan vaatimuksia, jotka on s\u00e4\u00e4detty Part ORA’ssa yksinkertaisille koulutusorganisaatioille (Approved Training Organisation – ATO) antamalla kohdistetumpia yksityiskohtaisia tietoja sek\u00e4 soveltamalla erityisi\u00e4 lievennyksi\u00e4 ja tarkempia ohjeita turvallisuusriskienhallinnan ja vaatimustenmukaisuuden osalta joko uusilla tai riitt\u00e4v\u00e4sti muutetuilla toteutustavoilla ja ohjemateriaalilla. Tavoitteen toteuttamiseksi ehdotetaan my\u00f6s muutettavaksi EASAn p\u00e4\u00e4johtajan p\u00e4\u00e4t\u00f6st\u00e4 ED Decision 2012\/007 \/ R<\/a> ”ACCEPTABLE MEANS OF COMPLIANCE AND GUIDANCE MATERIAL TO PART – ORA”.<\/p>\n Mainitut tarkistukset johtuvat toisaalta siit\u00e4, ett\u00e4 FCL.001:n kuulemismenettelyn aikana sidosryhm\u00e4t ilmaisivat huolensa monimutkaisesta vaatimustasosta, jota tulisi noudattaa hyv\u00e4ksyttyjen koulutusorganisaatioiden toimiessa ei-kaupallisella sektorilla ja kouluttaessa p\u00e4\u00e4asiassa LAPL- ja muita ei-kaupalliseen toimintaan t\u00e4ht\u00e4\u00e4vi\u00e4 lupakirjoja, kelpuutuksia ja oikeuksia sek\u00e4 toisaalta ristiriidasta General Aviation Roadmap<\/a>’ssa mainittuihin suosituksiin.<\/p>\n EASA otti huomioon suurimman osan n\u00e4ist\u00e4 huolista yksinkertaistamalla kriteerist\u00f6\u00e4, joilla katsotaan vaatimukset t\u00e4ytetyn Jaksossa II – Management of Subpart GEN ja Jaksossa I – General of Subpart ATO of Part-ORA. Subpart GEN’ssa esitettyj\u00e4 asioita, kuten organisaatio ja vastuullisuus, turvallisuusk\u00e4yt\u00e4nn\u00f6t ja turvallisuudenhallinta ja Subpart ATO:ssa k\u00e4sitellyt koulutusohjelmat, koulutusk\u00e4sikirjat, koululentoihin k\u00e4ytetyt lentokoneet ja simulaattorit (FSTD), joita kaikkia on muutettu. Sis\u00e4llytt\u00e4m\u00e4ll\u00e4 m\u00e4\u00e4r\u00e4ysvalmisteluteht\u00e4v\u00e4n RMT.0421 (FCL.014) m\u00e4\u00e4r\u00e4ysvalmisteluohjelmaansa EASA t\u00e4ytti lupauksensa toteuttaa suhteellisuusvaatimusta yksinkertaisia koulutusorganisaatioita koskevien s\u00e4\u00e4nt\u00f6jen valmistelussa.<\/p>\n
