Osanottajat olivat:<\/p>\n<ul>\n<li>Jani Hottola, Liikenne- ja viestint\u00e4virasto Traficom<\/li>\n<li>Erkki J\u00e4rvinen, Lentokoulu Pirkanmaa Oy<\/li>\n<li>Mia Nyg\u00e5rd, Malmin Lentoaseman Yst\u00e4v\u00e4t ry.<\/li>\n<li>Jukka Peurala, yleisilmailija Porista<\/li>\n<li>Ari Tolonen, ATOL Avion Oy<\/li>\n<li>Mauri R\u00e4is\u00e4nen, Suomen Moottorilent\u00e4jien Liitto.<\/li>\n<\/ul>\n<p>Keskustelun p\u00e4\u00e4teemoina olivat:<br \/>\n1. Valvomattomien lentopaikkojen merkitys harraste- ja yleisilmailulle?<br \/>\n2. Miehitt\u00e4m\u00e4tt\u00f6m\u00e4n ja s\u00e4hk\u00f6isen ilmailun mahdollisuudet?<br \/>\n3. Lentokoulutuksen tulevaisuus Suomessa?<\/p>\n<p>Lentokenttien ja valvomattomien lentopaikkojen osalta maamme yleisilmailulle t\u00e4rke\u00e4 verkosto, n. 60 lentokentt\u00e4\u00e4 ja 25 helikopterikentt\u00e4\u00e4 ovat alle 45 minuutin ajomatkan et\u00e4isyydell\u00e4 noin 99%:lle Suomen v\u00e4est\u00f6st\u00e4 mutta p\u00e4\u00e4kaupunkiseudun tilanne on uhattuna; Helsingin kaupunki on suunnitellut Malmin lentokent\u00e4n alueelle 25 000 asukkaan\u00a0 kaupunginosaa, joka olikin kommentoiduin asia &#8211; Helsinki-Malmin lentokent\u00e4n tilanne on p\u00e4\u00e4kaupunkiseudun yleisilmailijoiden osalta katastrofaalinen. Liikenne- ja viestint\u00e4ministeri\u00f6 on julkistanut haettavaksi valtionavustukset Finavia Oyj:n lento-asemaverkoston ulkopuolisten lentoasemien toiminta- ja investointimenoihin vuodelle 2019.\u00a0 Avustuksiin on k\u00e4ytett\u00e4viss\u00e4 enint\u00e4\u00e4n 1 miljoonan euron m\u00e4\u00e4r\u00e4raha. Kyseess\u00e4 on harkinnanvarainen avustus. Avustus on suunnattu alueellisten lentoasemien yll\u00e4pitoon ja kehitt\u00e4miseen, mik\u00e4 osaltaan tukee alueellisia yhteyksi\u00e4 ja alueellista saavutettavuutta. Hakukierroksen painopiste on matkustaja- ja reittiliikenteen edist\u00e4misess\u00e4 eik\u00e4 t\u00e4ll\u00e4k\u00e4\u00e4n kerralla avustuksia ole suunnattu Helsinki-Malmin lentoaseman korvaamiseksi aikaisemmista vuosista puhumattakaan.<\/p>\n<p>Harraste- ja yleisilmailun infrastruktuurilla ei ole ollut omistajaa Ilmailulaitoksen lakkauttamisen j\u00e4lkeen, mik\u00e4 tarkoittaa ettei valvomattomilla pienkonekentill\u00e4 ole tahoa, jolla olisi resursseja niiden yll\u00e4pitoon ja kehitt\u00e4miseen. Ymp\u00e4rist\u00f6lupien osalta Liikenne- ja viestint\u00e4viraston edustajan suusta kuultiin kuitenkin helpottava tieto, ett\u00e4\u00a0 Vaasan hallinto-oikeus on hyl\u00e4nnyt suurelta osin Pyht\u00e4\u00e4n lentopaikasta tehdyt valitukset. Liikenteen turvallisuusvirasto (nykyinen liikenne- ja viestint\u00e4virasto Traficom) vaati lupap\u00e4\u00e4t\u00f6ksen kumoamista lentotoiminnan osalta. Traficomin mukaan ymp\u00e4rist\u00f6lautakunta ylitti toimivaltansa asiassa, joka kuuluu Traficomin ja valtioneuvoston alaisuuteen, joka n\u00e4in sai Vaasan hallinto-oikeudessa vahvistuksen.<\/p>\n<p>Malmin sulkeminen on vakava uhka koko Suomen ilmailulle, se on ainoa vapaalla aikataululla palveleva kansainv\u00e4linen lentoasema 150 km s\u00e4teell\u00e4 p\u00e4\u00e4kaupunkiseudusta ollen t\u00e4rke\u00e4 v\u00e4yl\u00e4 muualta Suomesta, erityisesti harvaan asutuilta alueilta p\u00e4\u00e4kaupunkiseudulle. Lis\u00e4ksi Malmin pelastusasemalla toimii my\u00f6s toinen Suomen meripelastukseen erikoistuneista ryhmist\u00e4 ns. MIRG-ryhm\u00e4. Malmin kentt\u00e4 olisi ilmailumuseon sijoituspaikkana ylivoimainen eik\u00e4 ole syyt\u00e4 unohtaa Malmin lentoasemalla tapahtuvaa koulutus- ja huoltotoimintaa, my\u00f6s ulkomaisille asiakkaille. On kansallinen h\u00e4pe\u00e4, jos p\u00e4\u00e4kaupunkiseudulla ei ole yleisilmailukentt\u00e4\u00e4.<\/p>\n<p>Miehitt\u00e4m\u00e4tt\u00f6m\u00e4n ilmailun osalta suurimmaksi huolenaiheeksi nousi ilmatilanhallinta- ja ilmailutiedotusj\u00e4rjestelm\u00e4n hajanaisuus ja puutteellisuus, mik\u00e4 est\u00e4\u00e4 reaaliaikaisen, dynaamisen ja joustavan lentotiedotuksen kaikille ilmatilan k\u00e4ytt\u00e4jille. Ilmatilarikkomukset ovat hyvin yleisi\u00e4, erityisesti miehitt\u00e4m\u00e4tt\u00f6m\u00e4ss\u00e4 ilmailussa, ja SuomiAreena-viikon aikana poliisi tiedotti sakottaneensa kahdeksaa drone-lenn\u00e4tt\u00e4j\u00e4\u00e4 Helsingin EU-kokouksessa. Porissa poliisi tapasi torstaina kaksi dronen lenn\u00e4tt\u00e4j\u00e4\u00e4, jotka rikkoivat Traficomin Poriin perustamaa tilap\u00e4ist\u00e4 lentorajoitusaluetta. S\u00e4hk\u00f6moottorilla varustettujen lentokoneiden k\u00e4ytt\u00f6kohde lienee ainakin alkuvaiheessa koulutusk\u00e4yt\u00f6ss\u00e4 laskukierroksessa akkukapasiteetin rajoittaessa matkalentoja.<\/p>\n<p>Lentokoulutuksen osalta tilanne on kaksijakoinen. Kerhokoulutuksen tilanne on DTO-asetuksen my\u00f6t\u00e4 helpottunut haasteellisen ATO-asetuksen j\u00e4lkeen mutta kaupalliset, yksityiset lentokoulut ovat ahdingossa Finavian siirrytty\u00e4 monopoliasemansa turvin k\u00e4ytt\u00e4m\u00e4\u00e4n operaatiokohtaista hinnoittelua konekoosta riippumatta ns. ammattimaiselle ilmailulle.\u00a0 Ammattimainen kausikortti poistui valikoimasta 1.7.2018 alkaen, jonka j\u00e4lkeen ns. ammattimaiseen ilmailuun k\u00e4ytet\u00e4\u00e4n operaatiokohtaista hinnoittelua konekoosta riippumatta. K\u00e4sityksemme mukaan Patrian toimintaa varten tehty 24 miljoonan euron investointi Tampereen lentoasemalla kyseenalaistui Finavian nostettua lentoliikennemaksuja aiheuttaen Patrialle n. 700k\u20ac lis\u00e4kustannukset. N\u00e4iden lis\u00e4kustannusten eliminoimiseksi Patria siirsi osan lentokoulutuksestaan Espanjaan. Yhden valtionyhti\u00f6n lis\u00e4tulojen toivossa toinen valtionyhti\u00f6 oli pakotettu siirt\u00e4m\u00e4\u00e4n osa toiminnastaan ulkomaille. Kysymys kuuluu: kuka voitti mit\u00e4 ja mit\u00e4 Suomen valtio menetti?<\/p>\n<p>Liikenne- ja viestint\u00e4viraston edustaja Jani Hottola toi esiin Suomen ensimm\u00e4isen naispuolisen lentokoneiden tarkastuslent\u00e4j\u00e4n, joka vastaanotti valtuutuksensa 1.7.2019.\u00a0 Miehinen ala on saanut ensimm\u00e4isen naisen tarkastamaan lent\u00e4jien p\u00e4tevyydet ja testaamaan k\u00e4yt\u00e4nn\u00f6n lentotaidot. Nuoria tarvitaankin ik\u00e4\u00e4ntyv\u00e4\u00e4n lent\u00e4j\u00e4joukkoon. Ilmailukursseja on tai on ollut ainakin Espoon Haukilahden, Lopen, V\u00e4\u00e4ksyn, Jyv\u00e4skyl\u00e4n, Kauhavan ja Pudasj\u00e4rven lukioissa. Ilmailuopetuksen tavoitteena on antaa opiskelijoille hyv\u00e4 yleissivistys ja parantaa opiskelijoiden jatko-opintokelpoisuutta eri ilmailualan ammatteihin. Opintojen aikana opiskelijat oppivat lentotoiminnassa tarvittavat tiedot ja saavat mahdollisesti jopa k\u00e4yt\u00e4nn\u00f6n opetuksen tietyn lentolupakirjan edellytt\u00e4mien lentotuntien osalta. Opinnot edist\u00e4v\u00e4t opiskelijan mahdollisuuksia ilmailualan jatko-opintoihin p\u00e4\u00e4semisess\u00e4. Lopputulemana todettiin yhteisesti, ett\u00e4 ilmailua tulisi tuoda esille enemm\u00e4n esille niin koulutuksessa kuin muillakin el\u00e4m\u00e4naloilla, lis\u00e4talousarvioiden perusv\u00e4yl\u00e4npidon m\u00e4\u00e4r\u00e4rahatasoa unohtamatta. Suomen Moottorilent\u00e4jien Liitto ty\u00f6skentelee kaikkien ilmailijoiden edunvalvojana ja ilmailun kansallisena etuj\u00e4rjest\u00f6n\u00e4.<\/p>\n<p>Kuvia SuomiAreenan href=\"https:\/\/suomiareena.fi\/video\/prog1108144\">SuomiAreena<\/a> event together with production company Mediahub Helsinki and the City of Pori.\u00a0 <a href=\"https:\/\/suomiareena.fi\/in-english\">SuomiAreena<\/a> is held simultaneously with the oldest jazz festival in Europe, Pori Jazz; hence the visitors can enjoy lively discussion during the day and musical highlights in the evening. This summer 73 000 visitors took part in about 200 events.<\/p>\n<p>Organizers of <a href=\"https:\/\/suomiareena.fi\/in-english\">SuomiAreena<\/a> events consist of ministries, governmental and municipal organizations, NGO&#8217;s, labour market organizations, political parties, companies, etc. The discussion topics are related with politics, society, culture and sports.<\/p>\n<p>In the middle of Pori City, Finland, on the stage of <span class=\"tilaisuudet-aika\"><span class=\"tilaisuudet-info\">Eetu&#8217;s Square of East Park, this lively 1 hour discussion about aviation was held on Tuesday, 16th of July 2019 between 17:30 \u2013 18:30\u00a0 o&#8217;clock. Aviation enthusiasts as well as other interested parties crowded the audience despite of occasional showers of rain. Participants of panel were carefully selected to cover as wide range of aviation as possible, from grass root aviators to requlatory sector, from aviation training to aircraft manufacturing industry to all the way to trusteeship of AOPA Finland. Importance of non-controlled airfields for General Aviation?<br \/>\n2. Opportunities of unmanned and electric aviation?<br \/>\n3. Future of aviation training in Finland?<\/p>\n<p>Airport and airfield network of Finland consists of over 60 aerodromes and 25 helipads being within 45 minutes travel time for 99% of population of Finland. The most endangered situation is in the vicinity of capitol of Finland since City of Helsinki has started planning a housing development project of 25 000 habitats for the area of Helsinki-Malmi airport, EFHF. This issue was the most commented both by the panelists and audience, all against the housing project. As a conclusion, the situation at Helsinki area is catastrophic.\u00a0 Ministry of Transport and Communications has started the preparations for Finland&#8217;s first national transport system plan. The plan will provide the basis for Finland&#8217;s transport network and services. Unfortunately it is unclear how GA is taken into account in this national transport system plan but AOPA Finland will join this preparations by giving GA&#8217;s insight how to develop GA sector in Finland as a part of transport system. Currently there is open bid of the grant of 1M \u20ac\u00a0 that is tailored for the maintenance and development of regional controlled airports, which contribute regional connectivity and accessibility. The focus of the evaluation of applications is on the promotion of and support for passenger and scheduled transport, neither GA nor to provide funding for the planning of substitue of EFHF . Existing scheduled traffic is preferred and considered an advantage to the applicant. The assessment of applications will take into account the financial and operational prospects for the activities to be undertaken in the near future as well as plans for the development of the activities.<\/p>\n<p>Infrastructure of non-controlled aerodromes has been without guardian since the good old aviation authority agency was divided into current <a href=\"https:\/\/www.traficom.fi\/en\">CAA\/NAA<\/a> and <a href=\"https:\/\/www.finavia.fi\/en\">Finavia Oyj<\/a>. Non-controlled aerodromes were left at the mercy of cities and communities lacking funds or will to maintain operational functionality even develop infrastructure. However, with regard to environmental permits, Vaasa Administrative Court has largely dismissed the complaints about the Pyht\u00e4\u00e4, EFPR, aerodrome&#8217;s environmental permit. This was published by the representative of the Finnish Transport and Communications Agency. They had demanded that the permit decision be revoked as far as aviation is concerned. According to Traficom, the Environmental Board overstepped its jurisdiction over a matter under the control of Traficom and the Government, which was thus confirmed by the Vaasa Administrative Court.<\/p>\n<p>Closing of Malmi airport is a serious threat to the whole Finnish General Aviation. That aerodrome is the only non-scheduled aerodrome within 100 km range to capital of Finland, Helsinki, from other regions of Finland. Malmi airport is very important gateway to Helsinki city area from other parts of Finland. In addition, Baltic Sea Maritime Incident Response Group is stationed at Malmi emergency center in Malmi airport having overwhelmingly shortest response time for any incident at Baltic sea. Moreover, Malmi airport would be excellent location for Finnish Aviation Museum currently located in the vicinity of Helsinki-Vantaa airport but under the threat of expansion plans of EFHK. Malmi airport is still the busiest non-controlled aerodrome in Finland thanks to multiple training organisations and aviation service organisations for domestic and foreign operators. &#8221;It&#8217;s a national disgrace if Helsinki-Malmi aerodrome will be closed due to housing project.&#8221; was the mutual conclusion from audience at the end of this topic.<\/p>\n<p>From point of unmanned aviation the most concerns were presented due to the inadequate air space management and aeronautical information service systems here in Finland. Lack of real-time, dynamic and flexible aeronautical information management system does not allow easy access to air space but pilots has to browse various distributed sources just to find partially outdated and\/or insufficient information with a note:&#8221;Responsibility for the use of this data is with the pilot in command of the aircraft&#8221;.\u00a0 Airspace violations are quite common here in Finland, especially among unmanned aviation. During SuomiAreena week, police authorities published information revealing eight drone pilots had been fined for airspace violations during EU ministerial meeting in Helsinki. Pori police authorities met on Thursday two drone pilots violating temporary restriction areas in Pori downtown.<\/p>\n<p>The electric aircraft market currently consists of small aircraft but it\u2019s one of the most far-reaching promises yet to cut down on aviation\u2019s contribution to greenhouse gas emissions. Using all-electric planes will have benefits beyond emissions \u2013 the smaller aircraft will need smaller runways, which means they can use smaller airports. They will be quieter too, which means that they can be used earlier in the morning and later at night. And if the weight of batteries can be reduced the planes are likely to be lighter, meaning they will require less power. First electric aircraft has been purchased to Finland and hangared in Helsinki-Malmi airport. Small aircraft powered by electric motors are likely to be used at least in the initial stages of flight training due to limited battery capacity for cross-country flights.<\/p>\n<p>In the case of flight training, the situation is twofold. Flying club training has been eased by the DTO regulation after the challenging ATO-period, but commercial\u00a0 flying schools are in distress as Finavia, with its monopoly position, switched season cards to increased mission-based pricing regardless of aircraft weight. This so called professional season card was discontinued as of July 1, 2018 and mission based airport charges were taken into use for commercial flight training. It is our understanding that the 24 million\u00a0EUR investment to support Patria&#8217;s future operations at Tampere Airport were questioned as soon as Finavia raised their airport fees. This raise and switch to operation based airport fees generated to Patria an additional cost of approximately 700k\u20ac. To eliminate these additional costs, Patria transferred part of its flight training to Spain. In the hope of additional income from one state-owned company, another state-owned company was forced to relocate some of its operations abroad. The question is: who won what and what the Finnish state lost?<\/p>\n<p>Mr. Jani Hottola of the Finnish Transport and Communications Agency raised Finland&#8217;s first female flight examiner, who received her credentials on 1 July 2019. The male-dominated industry has made it the first woman to test pilots&#8217; qualifications and test practical flying skills. Young people are needed to replace retiring pilots in the future. Aviation courses are available or have been available for students at least in Haukilahti, Loppi, V\u00e4\u00e4ksy, Jyv\u00e4skyl\u00e4, Kauhava and Pudasj\u00e4rvi high schools in Finland. The aim of aviation education is to provide students with a good general education and improve their postgraduate qualification for various aviation professions. Students receive credits toward a degree for ground courses and, in many cases, flight ratings. The studies promote the student&#8217;s chances of getting a postgraduate studies in aviation.<\/p>\n<p>In conclusion, it was agreed that aviation should be promoted more in education sector as well as in other areas of life, without forgetting the level of government budget support for non-controlled aerodromes.
